SAN DIEGO–An inmate in a California state prison was arraigned Tuesday afternoon in San Diego Superior Court for the 1993 murder of a San Diego woman.

The suspect, identified as 42-year-old, James Issac Blackmon, was charged with one count of murder.

On October 27, 1993, 46-year-old Sumei Wei Chen was found with fatal gunshot wounds to her body as she sat in the driver’s seat of her white Cadillac in an underground parking lot at 606 3rd Avenue in San Diego. San Diego police homicide detectives worked hard to solve the case, but the murder went unsolved and turned into a cold case.

After almost two decades went by, district attorney investigators and San Diego police cold case detectives received new information to reactivate the investigation. The two agencies worked together to develop information and analyze evidence to identify Blackmon who is currently in prison.
